2.3 Prohibition on Profit-Driven Decisions

NJPE shall not prioritize revenue generation over player access or development.

2.4 Core Values

1. Player Development First

NJPE prioritizes long-term player development over short-term results. Decisions regarding coaching, ice time philosophy, and program structure shall prioritize long-term player development over short-term winning on all teams that are not NYS tournament-bound. At the same time, coaches are afforded the discretion to make competitive decisions consistent with the realities of travel hockey, including lineup management, situational ice time, and performance-based opportunities.

We emphasize:

·      skating and skill progression

·      hockey IQ and fundamentals

·      age-appropriate training

2. Sportsmanship and Respect

All participants are expected to demonstrate respect for teammates, opponents, coaches, officials, and the game. Unsportsmanlike behavior, abuse of officials, or disruptive conduct will not be tolerated and may result in disciplinary action.

3. Teamwork and Accountability

ROSTERS, TRYOUTS, AND PLAYER MOVEMENT

4.1 Tryouts

Dates will be published to NJPE calendar as soon as announced by NYSAHA

Must be conducted transparently

No roster commitments prior to tryout process

Registration data must not be shared with coaches until the day of the tryout (NYSAHA rule)

Where conflicts exist, the Board may assign independent evaluators of their choice

4.2 Team Rosters

All teams must be USA Hockey rostered

Players shall compete within their USA Hockey age classification

USA Hockey allows a maximum of 20 players (18 skaters and 2 goalies) on a team including alternates. Coaches are given the freedom to narrow that number as they see fit. NJPE encourages development and thus encourages coaches of younger age groups to develop as many players as can be practically managed by the coach each season

Players may only roster within one association (with limited exceptions)

4.3 Alternates

Alternates are non-full-time players eligible to be called up (never down)

Cannot exceed roster limits

Must follow USA Hockey eligibility rules

Can only play total of  9 games (league, scrimmage, tournament etc.), on 10th game alternate is no longer eligible to play on lower/original team

Alternates must play in 5 league games to be eligible for league playoffs

Head coach of a player’s primary team has the authority to restrict alternate status of rostered players and must document signed permission to allow a player alternate status for a specific team over a single season. Alternate team coach must solicit verbal approval of the primary coach before each game the player is allowed to be called up. The travel director may supersede coach authority on this with board approval.

4.4 House Player Substitutions

Allowed only:

To fill roster gaps

With board or director approval

Must comply with league parity rules

4.5 Select Teams

Must be board-approved

Cannot interfere with primary roster commitments

Must follow USA Hockey sanctioning rules

4.6 Playing Up

Head coaches do not have the authority to allow playing up without preapproval of the board. Exceptions to play up may only be granted by the Board under extraordinary circumstances, including but not limited to roster necessity, and must comply with USA Hockey, NYSAHA, and league rules.

Playing up for competitive advantage or parental preference is prohibited. Exceptional player status shall not be granted based solely on skill level or competitive advantage. However, the player must be in the top 1/3 of the older team as decided by the Board. Any request to play above age classification must be submitted by the head coach, not the parent. Must demonstrate a clear developmental necessity, pass safety review, and receive formal Board approval. Such exceptions shall be rare and shall not be used to influence team competitiveness or roster construction. Players must be pre-approved to tryout for the older team.

4.7 Dual Rostering

NJPE does not permit dual rostering across age classifications within the organization except under extraordinary circumstances approved by the Board. Any such exception must be based on documented developmental need, independent evaluation, and may not be used to influence roster competitiveness. Girls dual rostering is permissible. Coaches may not participate in decisions involving their own child.

4.8 Inter-team Practice Participation

Players may participate in practices with other NJPE teams outside of their primary roster only with the prior approval of the host team’s Head Coach and must be approved by the player's current coach. Such participation is limited to practices only and does not confer eligibility for games, tournaments, or rostered competition. Players must remain fully committed to their primary team, and participation may not interfere with primary team obligations or displace rostered players on the host team. Approval is at the sole discretion of the host Head Coach and may be revoked at any time. NJPE Board reserves the right to restrict or prohibit such participation for any reason, especially if it is determined to impact team operations, create competitive imbalance, circumvent roster rules, or present a conflict of interest. Participation does not imply future team placement or advancement.
